Two bills addressing solar energy deserve our attention. The LWVWV legislative priority is to Create a Sustainable Future by supporting legislation that provides opportunities for West Virginians to access a diverse energy grid.
HB 4834 is consistent with this priority; HB 5131 is not.

HB 4834 Broadens availability of solar energy production to small consumers with inadequate roof space or excessive shade, and provides a utility bill credit for a subscriber’s proportionate share.
HB 5131 This bill changes the formula for crediting a consumer’s electric bill for solar energy generated by the consumer’s solar panels, thereby reducing the amount of the credit.
