Robert Bastress, West Virginia University law professor and constitutional law expert, was the guest speaker at the Sept. 26, 2018, meeting of the Morgantown-Monongalia League of Women Voters, Morgantown, WV. Bastress discussed the two amendments to the West Virginia constitution which will be decided by the voters in the Nov. 6 general election.
